Global Governance of Mobility, Migration and Asylum: A Realistic Utopia?

The Commission for Migration and Integration Research (KMI) and the Institute for Urban and Regional Research (ISR) of the Austrian Academy of Sciences (ÖAW) as well as the Faculty of Social Sciences of the University of Vienna are hosting the 5th Annual Conference for Migration and Integration Research in Austria. Columbia University Professor Michael W. Doyle will be speaking at a roundtable discussion on the Model International Mobility Convention and the implications of a comprehensive global mobility regime, along with Irene Brickner (Der Standard), Margit Ammer (Ludwig Boltzmann Institute of Human Rights, Vienna) and Rainer Bauböck (European University Institute, Florence and Austrian Academy of Sciences, Vienna). 

The conference is aimed at researchers from all disciplines and fields of study who are working on migration and integration. This year, the topic of the keynote presentation is migration from the regions of northern Africa and the Middle East bordering on Europe. As with previous conferences, selected contributions that are positively reviewed by experts will be published in a collected volume. Speakers

Margit AMMER is a Senior Researcher at the Ludwig Boltzmann Institute of Human Rights, Vienna. Previously she conducted election observations with OSCE/ODIHR and EU, legal counseling and representation of refugees (2004-2006), and a legal officer in a law office (2005-2006) and apprentice judge at Austrian courts (2003). Her research interests include asylum and migration (national, EU, international level), environment and human rights in particular on migration/flight and the environment, and national human rights institutions. She has a doctorate from the University of Vienna, topic of dissertation: "Access to wage-earning employment by third-country nationals in need of protection in Austria;" a Post-Graduate-Studies European Master’s Degree in Human Rights and Democratisation (E.MA), EIUC (European Inter-University Centre, Venice), and Legal studies (elective field of specialisation ‘International Relations’), University of Vienna, Mag.a iur. 

Rainer BAUBÖCK is Professor of Social and Political Theory at the European University Institute, and Co-Chair at the Commission for Migration and Integration Research at the Austrian Academy of Sciences. From 1986 to 1999 Rainer Bauböck was a researcher and associate professor at the Institute for Advanced Studies, Vienna. He was also a visiting researcher/guest professor at the Bellagio Rockefeller Foundation (June-July 2006), at Yale University (Jan-May 2005), the University Pompeu Fabra in Barcelona (2003), the University of Bristol (April-June 2002), University of Malmö (September 2000-February 2001), the Institute for Advanced Study, Princeton and Princeton University (September 1998-June 1999) and the University of Warwick (1990-91). In 2003-2005, Rainer Bauböck was President of the Austrian Association of Political Science. In November 2006, he was awarded the Latsis Prize of the European Science Foundation for his work on immigration and social cohesion in modern societies. In April 2013 Rainer Bauböck was elected corresponding member abroad of the Austrian Academy of Sciences. In October 2013 he was awarded a doctor honoris causa by Malmö University, Sweden. From October 2012 till January 2016 Rainer Bauböck was Dean of Graduate Studies at the European University Institute.

Irene BRICKNER, is Head of Service and Editor at Der Standard. Brickner studied political science and sociology at the University of Vienna. Among other things, she worked for the newspaper Neue AZ, the NÖN and the ORF. Since 2000, Brickner has been an editor and commentator for the Chronicle Department of Der Standard. She comments on human rights issues and mainly deals with asylum and immigration law issues, gender equality policy and environmental issues.

Michael W. DOYLE is a University Professor of Columbia University and former director of the Columbia Global Policy Initiative. He is affiliated with the School of International and Public Affairs, the Department of Political Science, and the Law School. His research interests include international migration, international relations theory, international law, international peace-building and the United Nations. His most recent book is the Question of Intervention (Yale University Press, 2015). From 2006 to 2013, Doyle was an individual member and the chair of the UN Democracy Fund, a fund established in 2005 by the UN General Assembly to promote grass-roots democratization around the world. Doyle previously served as assistant secretary-general and special adviser for policy planning to United Nations Secretary-General Kofi Annan. In the 1990’s he served as a peacekeeping adviser to High Commissioner for Refugees Sadako Ogata and in 2002 prepared a report on migration governance in the UN system for SG Kofi Annan. He has received two career awards from the American Political Science Association for his scholarship and public service and has been elected to the American Academy of Arts and Sciences, the American Academy for Political and Social Sciences and the American Philosophical Society. He has an A.B. and Ph.D from Harvard University and an honorary doctor of laws degree from the University of Warwick (UK).
